Supporting City operations is a complex responsibility. Public funds are a trust. Tax dollars must be used wisely. Materials Management is in the position of spending the available funds to obtain the materials and services to keep the City operating in an effective manner. This all must be accomplished within budget. Its important that purchases represent the "best value" for the cost and the products are of good quality and delivered when needed.
The purchasing function takes a staff of seven buyers, two of which specialize in supporting the City’s fleet of vehicles and one buying warehouse items. A tremendous variety of goods and services are required to support daily operations for such City departments as Police, Fire, Streets, Sanitation, Airport, Libraries, Parks and Recreation.
A purchasing card program handles the majority of small dollar purchases. Public purchasing laws provide the foundation for both an open and competitive process. All purchases over $50,000 are reviewed by the City Council prior to issuing a purchase order.
Missions:
- Purchasing spends tax funds to obtain the materials and services to keep Glendale operating effectively. Supporting city operations is a complex responsibility. Public funds are a trust. Tax dollars must be used wisely. This all must be accomplished within the authorized budgets. Purchases must represent the "best value" for the cost, be of a good quality and delivered when needed.
- Materials Management shall provide a system, which maximizes the effectiveness of the tax dollar, while maintaining timely and adequate support of the city’s needs for materials and services.
