Executive Staff:

Glendale, AZ - Police - Chief Black

Debora Black – Interim Chief of Police

Interim Police Chief Debora Black (Debby) joined the Glendale Police Department in December of 2006. She has led the Patrol and Support Bureaus, which included overseeing Neighborhood Patrol Services, Training, Personnel Management, Professional Standards, Public Information, Technical Services, and Criminal Investigations. She served as the Executive Assistant Police Chief since 2009, and assumed the role of Acting Police Chief in Chief Conrad’s absence.

Prior to joining the Glendale Police Department, Chief Black worked for the Phoenix Police Department. She began her career in 1980 as a patrol officer and worked her way through the ranks ultimately being promoted to Assistant Police Chief in 2000. During her career Chief Black was awarded the Medal of Valor, three Medals of Lifesaving, and two Police Chief’s Unit Awards.

Chief Black serves on the New Life Center Board of Directors and Chaired the Governance Sub Committee with the City of Glendale Diversity Committee.  In 2008, Chief Black was recognized by the YWCA Tribute to Women as the Public Service Leader of the Year.

Chief Black earned a Master of Public Administration and Bachelor of Science from Arizona State University. She attended the Harvard University Kennedy School of Government Senior Executives in State and Local Government, and has earned a Certificate in Legal Studies at Phoenix College.

Chief Black is married and has a daughter.


Glendale, AZ - Police

Greg Dominguez – Assistant Chief

Assistant Chief Greg Dominguez has been with the City of Glendale Police Department for over 25 years. Assistant Chief Dominguez’ career has taken him through every division in the department. He began his career in patrol and quickly moved into an undercover assignment. He has worked as a detective investigating gang related crimes, supervised the Vehicular Crimes Unit and supervised special event planning. 

He was promoted in December of 2011 and is currently Assistant Chief overseeing the Operations Bureau where he is responsible for Neighborhood Patrol, Emergency Management and Special Operations. 

Assistant Chief Dominguez has served as the Commander for the Foothills Patrol Division, Criminal Investigation Division and the Special Operations Division. As Commander for Special Operations, Chief Dominguez oversaw the planning and staffing for many large scale events to include the Fiesta Bowl and the BCS National Championship. 

Assistant Chief Dominguez serves on the West Valley Child Crisis Center Board of Directors and is a member of and past President of the Glendale Hispanic Network. 

Assistant Chief Dominguez holds a Bachelor of Science degree in Public Administration and is a graduate of the FBI National Academy’s 230th session.

Greg is married to Sergeant Kim Dominguez. He has four children and one grandchild.


Glendale, AZ - Police

Rick St. John – Interim Assistant Chief

Rick St. John joined the Glendale Police Department in October 1996.  Since joining the Department, Interim Assistant Chief St. John has enjoyed many opportunities and has acquired a background of diverse experiences to include serving as an officer on the first established Neighborhood Response Unit, serving as a Sergeant on the first established Domestic Violence Unit in Criminal Investigations, serving as the Foothills Sector Lieutenant, and serving as the Commander over Criminal Investigations. Assistant Chief St. John is currently serving as the Assistant Chief in the Support Bureau.

Along with his diverse experience in service, Assistant Chief St. John has also acted as the lead for the Department’s Defensive Tactics training, Taser training, and High Risk Stops training. Using this knowledge base, Assistant Chief St. John developed training for women in the community under the Rape Aggression Defense (RAD) program, and has traveled several times out of the country to provide training to law enforcement agencies in Mexico. Assistant Chief St. John received a Bachelor of Science degree in Business Management from Arizona State University and has successfully completed training in Leadership in Police Organizations.

Assistant Chief St. John is married and has four children, three sons and a daughter. Assistant Chief St. John enjoys being active in his community through his church where he currently serves as an Elder.
