CONSTRUCTION MANAGER AT RISK SERVICES
The City of Glendale is seeking a qualified construction manager/general contractor to provide design phase assistance and complete construction services as the Construction Manager at Risk (CM@R) for the construction of a new Park and Ride Facility located at 99th Avenue-Glendale Avenue at Loop 101. The City must complete a Park and Ride in the area of the new multi-purpose facility for opening events associated with the 2008 Superbowl. The improvements must be completed and open to traffic by October 1, 2007.
PROJECT DESCRIPTION
The Park-and-Ride Lot will be located at 99th Avenue - Glendale Avenue and Loop 101 freeway in Glendale, Arizona. The proposed facility will occupy a section of a 22-acre (approximately) parcel that has been purchased by the City of Glendale from the Arizona Department of Transportation.
Site work shall include 99th Avenue roadway access, the design of storm drainpipes, inlets and other drainage requirements. The site shall include neighborhood enhancements including bus terminal/shelters, attractive street signs, light poles and pavement treatments. Services provided by others will include: land use planning, landscaping, electrical, surveying, geotechnical, and architectural (security building design and bus shelter design). The CMAR will also be required to coordinate closely with water and power and other Utility Entities on the relocation of their utilities as part of this project.
Additional (Alternative 1) services may include making associated roadway improvements to access the park and ride lot directly from the Loop 101 Freeway. Associated roadway improvements shall include drainage and roadway pavement treatments. Services provided by others will include: landscaping, electrical, surveying and geotechnical.
Additional (Alternative 2) services may include making associated roadway improvements to 99th Avenue from Glendale Avenue north to the south property line of the park and ride site, as well as providing two local transit stations along Glendale Avenue in the east and west bound directions between the Loop 101 Freeway and 99th Avenue, with associated site appurtenances. Associated roadway improvements shall include drainage and roadway pavement treatments and design of the local, on-street transit stations (bus pullouts). Services provided by others will include: landscaping, electrical, surveying and geotechnical.
SCOPE OF WORK
The Construction Manager at Risk (CM@R) will provide pre-construction management services during the design phase of the project and will serve as the general contractor performing a minimum of 45% of the construction phase of the project with his own organization. CM@R begins with the firm in an agency support role for pre-construction services. At some point prior to construction, the CM@R will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract.
The City will utilize the pre-construction management services of the CM@R for independent cost estimating, project planning, value engineering and constructability reviews. For the construction services the CM@R will be responsible for construction means and methods, and will be required to solicit bids from pre-qualified subcontractors to perform the work, and procure materials and equipment. The selected CM@R will be required to work closely with the City Project Team, design engineers and associated utility companies during the design and construction phases of this project. The CM@R will also be required to coordinate with several other construction projects adjacent to and in close proximity to this project. The CM@R may also be required to assist in making Council presentations and conduct public meetings and other related public involvement activities, as necessary.
MANDATORY PRE-SUBMITTAL CONFERENCE
A mandatory pre-submittal conference will be held on Tuesday, December 13, 2005 in the Council Chamber Building, Room B-3, 5850 West Glendale Avenue, Glendale, Arizona. At this meeting, staff will discuss the scope of work, general contract issues and respond to questions from the attendees. Because City staff may not have time to respond to individual inquiries regarding the scope outside of this pre-submittal conference, it is mandatory that interested firms send a representative to the pre-submittal conference.

These packets are also available either through the U.S. Mail or through a courier service; however, the requestor must pay for and provide courier-shipping information. The City accepts no responsibility for receipt of the RFQ packets. In order to request that a copy be sent to your firm, fax or mail your request on your company letterhead referencing this request for qualifications to the Engineering Department.
Firms who pick up a copy or are sent a copy of the RFQ packet from the Engineering Department will be included on the Request for Qualifications Holders List.

The RFQ submittal date is: Thursday December 22, 2005 no later than 2:00 p.m. Any proposal received after this time will not be considered and will be returned to the submitter.
